A farmer's son from Co. Laois. Born 24.12.1900.
Died 14.11.1922, aged 21 years.
On 28.10.1922, a party of the Garda Siochana opened a station in Callan and started a hurling team. Garda Phelan was in Mullinahone, Co. Tipperary, buying hurlers on 8.11.1922 when he was shot dead.
